1703.53 POSTING OF SIGNS.
   The Housing Manager and/or Commissioner of Buildings shall cause to be posted at each entrance of such building a notice to read: “KEEP OUT. UNHABITABLE. Department of Housing.” Such notice shall remain posted until the required repair, demolition or removal is completed. Such notice shall not be removed without written permission of the Housing Manager and/or Commissioner of Buildings and no person shall enter the building except for the purpose of making the required repairs or demolishing the building.

1703.54 DISREGARD OF NOTICE.
   In case the owner, agent or person in control cannot be found within the stated time limit, or if such owner, agent or person in control shall fail, neglect or refuse to comply with the notice to repair, rehabilitate or demolish and remove said building or structure or portions thereof, the Director of Law shall be advised of all the facts in the case and shall institute an appropriate action in the courts to compel compliance.

1703.55 CASES OF EMERGENCY.
   In cases of emergency, which, in the opinion of the Commissioner of Buildings or the Housing Manager, involve immediate danger to human life or health, the Commissioner of Buildings or the Housing Manager shall promptly cause such building, structure or portions thereof to be made safe or removed. For this purpose he or she may at once enter such structure or land on which it stands, or abutting land or structure, with such assistance and at such cost as he or she may deem necessary. He or she may order adjacent structures and premises to be vacated, and protect the public by an appropriate fence or such other means as may be necessary, and for this purpose may close a public or private way.
