Upon notice from the Commissioner of Buildings that work on any building or structure is being done contrary to the provisions of this Code or in a dangerous or unsafe manner, such work shall be immediately stopped. Such notice shall be in writing and shall be given to the owner of the property or to his or her agent or to the person doing the work, and shall state the conditions under which work may be resumed, provided, however, that in instances where immediate action is deemed necessary for public safety or in the public interest, the Commissioner of Buildings may require that work be stopped upon verbal order pending the issuance of a written order.
