The Commissioner of Buildings may require that the owner employ a special inspector who shall be present at all times during the mixing and depositing of cast-in-place reinforced concrete or reinforced gypsum, during the riveting, welding or bolting of structural steel, or during any work involving unusual hazards or requiring constant inspection. The special inspector shall be a qualified person approved by the Commissioner of Buildings. He or she shall report to the Commissioner of Buildings in writing, describing the progress and indicating the quality of the work and other information as required.
