The Sealer of Weights and Measures shall enforce the provisions of this chapter. The Sealer may grant an extension of time for compliance with this chapter where a written request supported by evidence of exceptional circumstances and substantial efforts to comply prior to the effective date of this section (Ordinance 190-1973, passed October 1, 1973) would justify his or her finding that full compliance on or before such effective date would be impossible or create undue financial hardship in the particular instance.
