(a) The Fire Chief, in accordance with the provisions of Ohio R.C. 4115.02, is authorized and directed to divide the uniform force of the Fire Department into three platoons and operate the Department as a three-platoon system, but, at all times, keeping one platoon on duty twenty-four consecutive hours, after which the platoon so serving may be allowed to remain off duty for the next forty-eight consecutive hours, except in cases of extraordinary emergency. However, all officers and members of the Department who are assigned to perform duties other than that of fire-fighting, and whose work does not require them to be on duty continuously for a platoon period, shall not be required to work more than eighty hours in any one bi-weekly period.
(b) The Chief is authorized to permit the exchange of working hours between officers and members of the Department. Members of the Department required to be on duty for full twenty-four hour platoon periods shall be allowed seven tours of duty off in lieu of holidays worked, including birthdays.
