No person shall have or maintain on any premises, except in a vehicle, a burglary and/or robbery alarm, unless there is a list filed with the Police Department of the telephone numbers at which the person or persons authorized to enter the premises and turn off the alarm can be reached at all times. No person shall fail to appear and turn off any such alarm within a reasonable time after being notified by the police to do so.
