921.16 SANITARY SEWAGE FACILITIES AND DRAINAGE REQUIREMENTS.
   Each lot shall be served by an adequate sanitary sewage collection and disposal system.
   (a)   All sanitary sewage collection systems shall be constructed in accordance with the rules, regulations, standards, and specifications of the City, the Cuyahoga County Board of Health, and the Ohio Department of Health.
   (b)   Only under circumstances of extreme hardship shall sewage lift stations, sewage grinder pumps or individual household sewage disposal systems be permitted and only with the approval of the City Engineer and Service Director of the City. Where approved, such systems shall meet all standards and specifications of the City.
   (c)   If in the opinion of the City Engineer and Service Director the capacity of the City sanitary sewer line to serve the lot or subdivision will be inadequate at peak flow or other times to accept all of the flow from the subdivision or any part thereof, he or she may require installation of retention storage facilities with all necessary appurtenances required sufficient to adequately collect, hold, and pump sanitary sewage into the City's sanitary sewer lines at times of lower anticipated flows.
   (d)   No permits or plans to connect to the sanitary sewers of the City shall be approved unless and until plans are presented to the Service Director in compliance with the provisions of this section.
