(a) Public sewers installed in newly constructed streets in the City shall be equipped with hydrobrakes or similar devices to the satisfaction of the Service Director.
(b) Any plan or specification for the construction of a new street and the installation of public sewers therein shall include the installation of hydrobrakes. The Director shall not issue a permit for the installation of public sewers along newly constructed streets unless the requirements of this section are met.
