(a) During the installation of new sewers on any street in the City the Service Director will authorize test at each home to be serviced by the new sewers to determine whether or not cross-connections do exist. Such tests are to be done with the permission of the property owner.
(b) The Service Director is hereby authorized, empowered and directed to require the sewer contractor for the installation of sewers on any street in the City to do the proper tests.
