The Service Director is hereby authorized and directed to adopt and enforce specifications and regulations in accordance with the provisions of this chapter or any law or regulation not inconsistent herewith for the purpose of providing control of the installation of sewer connections and inspection thereof. The Service Director shall maintain accurate and complete records of all permits issued. The Service Director shall, upon being satisfied that the provisions of this chapter have been or are being violated, take such steps as may be necessary to abate such violations.
