No connection shall be made to a water main in the City, nor shall any repair be made of a water main connection, until the written permission of the Service Director has been obtained by the person employed to perform the work. The application shall be signed and filed as provided in Section 921.07 and shall be accompanied by a fee of twenty-five dollars ($25.00).
