721.01 COMPLIANCE WITH PREVAILING WAGE REQUIREMENTS.
   No person doing business within the City and holding himself, herself or itself out to the public, or advertising himself, herself or itself to the public, as complying with the prevailing wage requirements, as that term is defined in Ohio R.C. Chapter 4115, shall advertise his, her or its services or perform any services within the City unless the person actually employs, on work performed in the City, only those persons who are qualified by work-related experience and/or are either participants in or graduates of a qualified apprentice training program.
