719.02 APPLICATION FOR FRANCHISE REQUIRED.

Any person, firm or corporation desiring to operate a community antenna television system within the City shall not do so unless an application for a nonexclusive franchise has been filed with Council and a nonexclusive franchise has first been granted by Council for the operation of such community antenna television system pursuant to authority contained in Article IX of the Charter.
