Council hereby declares and ordains that the operation of a community antenna television system within the City limits falls within the power and authority of Council by ordinance to grant a nonexclusive franchise pursuant to the terms and conditions of Article IX, “Franchises,” of the Charter, dated June 19, 1951, as amended.
