As used in this chapter, “check cashing and money exchange business” means any individual, firm, business or corporation engaged in the for-profit business of cashing checks or exchanging cash money for government drafts, including, but not limited to, ADC, AFDC, welfare, relief, union compensation, food stamps, social security, PA relief and assistance programs. The requirements of this chapter do not apply to any business which accepts checks as payment for goods or services or any business which cashes checks as an incidental part of an unrelated business and any regulated bank or savings and loan association.
