No person, without permission of an authorized representative of the town, shall set, allow to be set, or use any trap for the purpose of catching any animal, which trap could injure or kill any animal, except rodent traps in the interior of a building, and except by persons employed by or agents of a governmental authority for purposes of the town’s health and welfare.
