Upon receipt of all of the documents requested in §§ 151.02 and 151.03, the Director shall inspect the completed remediation; and, in the event that the remediation has been completed according to the specifications therefore approved by the Director, and not otherwise, the Director shall authorize the payment of the subsidy established hereby to the owners of the real estate that is the subject of the application.
