To the extent that funds are budgeted therefore, the city shall subsidize qualified owner/occupants of residential real estate in the city, in the order of their application therefore, for the lesser of the following portions of the cost of the remediation of detrimental drainage that has been previously approved by the Director:
(A) One thousand five hundred dollars;
(B) Two-thirds of the cost of the remediation by independent contractors; or
(C) The total cost of materials and the rental of tools and equipment for the remediation by the labor of the owner/occupant, or others on behalf thereof, without any compensation therefore.
