Every person, firm or corporation before opening any street, sidewalk or public thoroughfare for the purpose of connecting with gas, water or sewer mains or electric conduits or for any purpose whatsoever shall first obtain from the city a permit. That person, firm or corporation shall, at the time of obtaining the permit, deposit with the City Clerk a bond of a recognized surety company authorized and licensed to do business within the Commonwealth of Kentucky in favor of the city in a sum not less than $l,000 to insure the city against all costs and charges to which it may be put, incident to the repair of the street, sidewalk or public thoroughfare so opened. The City Clerk shall endorse upon the permit the date of receipt of the bond, the name of the surety company issuing the bond, and shall countersign the permit. The permit shall specifically state the place where the opening is to be made and the opening shall not be made at any other point than that designated.
