Nobody shall cause, permit, allow, aid, assist, encourage or engage in either the parking on any other location of any motor vehicle upon any area of ground which is either unpaved or paved with something other than concrete or blacktop, or the use of any such area of ground therefor, except that any such area of ground which was used therefor at the time of the enactment of this section may be continued to be used therefor, so long as all portions thereof are continuously covered with at least two inches of gravel.
