§ 71.05 ESTABLISHMENT OF MOTOR VEHICLE REGULATIONS BY THE MAYOR.
   The Mayor may, by executive order, establish regulations for motor vehicle traffic and parking on those public streets that are subject to the authority of the city therefor and not otherwise regulated by city ordinances, but only after compliance with the following requirements, which shall be recorded in the executive order:
   (A)   A review of the volume of motor vehicle traffic and parking at a specific location and all of the other circumstances thereof;
   (B)   Consultation with the Chief of the Police Department, or any designee thereof, in regard to the circumstance of motor vehicle traffic and parking at that location; and
   (C)   A determination that the public health, safety and welfare will be promoted by the motor vehicle regulation, with explanations of the reasons therefor.
