(a) Whoever violates any provision of this chapter shall be deemed guilty of a minor misdemeanor and upon failure of compliance with such order the Village Administrator shall cause such unsanitary and unsafe situation to be remedied and the expense thereof shall be charged to the owner and if not paid shall be filed with the County Auditor and collected as other taxes in the manner provided by law.
(b) Subsequent offenses by any person within a twelve-month period shall be deemed guilty of a fourth degree misdemeanor.
