10-2-1: FILLING LAND OR RAISING GRADE:
   A.   Permit Required; Fee:
      1.   No person shall fill or excavate any land or raise the grade thereof more than one foot (1') without first having obtained a permit from the city engineer.
      2.   The application for such permit shall show the amount of the fill to be made, the substance to be used for the fill and the general topography of the land of the applicant and the land surroundings.
      3.   A fee in the amount provided in section 2-6F-12 of this code shall be submitted with the application to cover the cost of plan review.
      4.   After filing of an application, the city engineer shall make an inspection of the premises to be filled and shall issue the permit if it is determined by said inspection that the grading or filling would not obstruct or change the capacity of any drainage channel or waterway or cause floodwaters to invade other areas and that it is not in violation of this section.
   B.   Fill Materials: No debris, noxious or organic material shall be used for a fill or to raise or level ground, at any place in any amount. (1994 Code § 25-1)
