The fees required by section 8-1-10 of this code shall be five cents ($0.05) per square foot of new construction area, for the construction of or addition to any building or structure within the city which is required to be connected to the water system or sanitary sewer system by section 8-2-2 or subsection 8-3A-5A of this code, and five cents ($0.05) per square foot of buildings served outside the city for connection to the water or sewer systems. The square footage shall be determined by the outside measurements as shown on the plans and drawings submitted by the applicant for the building permit, excluding the area for porches and garages.
