No vehicular use area of 10,000 square feet or more shall be constructed, enlarged or reconstructed in the City until a landscape plan has been approved by the City Engineer. The Engineer shall not approve any landscape plan submitted to him or her pursuant to this section unless it conforms to the requirements of this chapter. Landscape plans submitted pursuant to this chapter shall be prepared by a landscape architect and may, where appropriate, be submitted as part of the site plan submittals required for a building permit pursuant to the Zoning Code. Landscape plans submitted pursuant to this chapter shall be drawn to scale, including dimensions and distances, and clearly delineate the existing and proposed parking spaces or other vehicular use areas, access aisles, driveways and the location, size and description of all landscape materials.
