The intent of this chapter is to:
(a) Encourage landscape development in publicly and privately developed land use areas, except agricultural and one and two-family residential zones;
(b) Foster a community-wide reforestation program;
(c) Require the installation and maintenance of landscape planting areas in off-street parking facilities and other vehicular use areas; and
(d) Require the installation and maintenance of landscape buffer areas between uncomplimentary land uses and zones as herein set forth.
All new development, construction or reconstruction shall be in compliance with the provisions of this chapter within one calendar year from the date of completion of construction. Where a building permit has been issued prior to the effective date of this chapter, the provisions of this chapter shall not apply.
