(a) No Class A, B or C licensee, or person, firm or corporation required to be licensed by the State Department of Commerce, or any of the licensee's investigators or employees, shall engage, in the City, in the business of private investigation or the business of security services, unless such person, firm or corporation has first been licensed by the State as required by Ohio R.C. Chapter 4749. Within twelve hours of first arrival for any assignment, the licensee shall register with the Director of Police on the forms provided. Such registration shall include the following information:
(1) Intended length of stay;
(2) A copy of all licenses issued to the private investigator and his or her employee or employees under Ohio R.C. 4749.03;
(3) One complete set of fingerprints, one recent photograph of the licensee, employee and investigator, and his or her physical description. This requirement may be waived at the discretion of the Director of Police if the registrant establishes that he or she is properly licensed by the State.
(4) In the case of an employee only, a copy of his or her State identification card bearing the license number and the signature of the licensee;
(5) If a Class A, B or C licensee, or a registered employee or investigator of a Class A, B or C licensee, intends to carry a firearm, as defined in Ohio R.C. 2923.11, in the course of engaging in the business or employment of private investigation or of security services, within the municipal corporation, the licensee, employee or investigator so intending shall indicate the same to the Director of Police, or his or her designate, on the registration form while registering. Nothing in this paragraph shall be construed to confer upon a private investigator, security guard provider, employee or investigator the right to carry a firearm.
(6) The licensee, employee and investigator shall, on the form required, provide the registration number of the weapon which he or she plans to carry, or in fact carries. This requirement may be waived at the discretion of the Director of Police if the registrant establishes that he or she is properly licensed by the State;
(7) The licensee, employee and investigator shall also provide, on the form required, his or her Social Security number;
(8) Such other information as the Director of Police determines is necessary for the public safety.
(b) No State-licensed private investigation business shall permit an employee, who is required to be registered with the State Department of Commerce, to work within the corporation limits of the City, until such employee has been processed by the Department of Commerce and has been issued a registration card by the Department, except that, pending the issuance of a registration card, a licensee may offer, for hire, security guard or investigator employees, provided that the licensee obtains a signed written waiver from the person who receives, for hire, security guard or investigative services, acknowledging that the person is aware that the employee(s) have not completed their State registration and agreeing to their employment.
