Casual auction sales of property are prohibited within this Municipality except that such sales may be conducted when all of the personal and/or real property is to be sold on one date and also when all of the property to be sold has been owned by the person, firm or corporation selling the property, or in the case of a sale by an agent or judicial officer, when the personal property is owned by the person, firm or corporation who is or was the owner or who is or was in possession of the real estate on which such sale takes place. In no event may personal property be brought on such a location for the purpose of such auction sale.
