812.02 SALES PROHIBITED; EXCEPTION; PERMIT AND FEE.
   Casual sales of personal property are prohibited in this Municipality except under the following conditions:
   (a)   The owner or person in possession of the premises at which such casual sale is to be conducted first obtains from the Municipality a permit to hold a casual sale. Such permit may be purchased any time within a thirty-day period prior to the beginning of such sale.
   (b)   The fee for each such permit shall be five dollars ($5.00) if purchased before the event, and ten dollars ($10.00) if purchased during or after the event.
   (c)   The permit shall authorize such casual sale to be conducted on the premises owned by the applicant, as stated on the permit, for a period not to exceed ten days. Thereafter, another permit for the same address shall not be issued for a period of sixty days from the date of expiration of the last permit.
   (d)   Not more than two permits will be issued authorizing casual sales of personal property in any one calendar year at any one location in this Municipality.
   (e)   No signs may be posted on public or private property advising the public of such sale except on the premises of the sale and all signs must be removed within twenty-four hours after the termination of the sale.
   (f)   All items displayed for sale must be displayed inside of permanent buildings erected on the premises.
