648.11 PLAYING OF RADIOS, TAPE CASSETTE PLAYERS, DISC PLAYERS OR OTHER SOUND DEVICES.
   (a)   No person shall play any radio, music player, such as a "boom box," tape cassette, disc player, television, audio system, musical instrument or any other type of sound device or sound service, upon any public road, street, highway or public or private property in this Municipality, in a manner or at a volume so as to disturb the quiet, comfort or repose of other persons and/or neighboring inhabitants. A volume which is plainly audible to persons other than those who are in the room or other immediate location in which such device or instrument is played and who are not voluntary listeners thereof shall constitute prima-facie evidence of such disturbance. This section shall not apply to organized events which have received a permit from the City pursuant to Section 412.06 or any other applicable section of law.
   (b)   Whoever violates this section is guilty of a misdemeanor of the fourth degree.
