§ 51.08 CHARGE FOR RECONNECTING AFTER DISCONNECTING BY REASON OF DELINQUENCY.
   In the event water service is disconnected pursuant to § 51.21, a charge of $25 shall be added to the bill as representing the reasonable approximate costs to the city of restoring the connection; and restoration of services shall not be made unless the delinquent bill with penalties and said charge for reconnecting are paid in full. Said $25 reconnect fee may be waived by the city (on a one- time basis) for a customer agreeing to participate in and signing up for auto draft payment of future bills. Additionally, should a customer habitually have their service disconnected an additional $100 (refundable) deposit may be required of the customer. This additional $100 deposit shall be held to secure further payments as required. Said deposit shall be applied to outstanding balances in case of future default or shall be refunded, if unapplied upon voluntary termination of service by the user. Habitually for purposes of this chapter shall mean three times within a six-month time period. Should any person destroy, remove, modify or bypass any city owned equipment, then that person shall pay to the city the actual damage and expense suffered by the city but not less than $75 and all of which shall be paid before service is restored.
