180.08   POWERS AND DUTIES.
   The DEI Committee shall have the following functions, powers and duties:
   (a)   Develop and coordinate the overall DEI program and action plan throughout the City's departments, divisions, offices, bureaus, boards, commissions, and any other functions of the City not specifically named herein.
   (b)   Will include, but not limited to, working with the Advocacy Board for Persons with Disabilities, Affirmative Action Officer, Equal Opportunity Specialist, Civil Service Commission, Community Relations Board, Minority Business Enterprise Program, Neighborhood Stabilization Program Committee, and the Personnel Placement Committee. Where there is a vacancy or where a need arises the Executive Board of the DEI Committee, may oversee said function of the City as deemed necessary in order to identify any policies that may be negatively impacting DEI and make suggestions to the administration on possible modification or implementation of policies to best promote DEI within the workforce and the community.
   (c)   Advocate and track new legislation that promotes DEI within the workforce and the community.
   (d)   Serve as a vehicle of the Human Resources Department to provide a safe place in which all City employees can make suggestions, report issues, receive support on issues of equity, inclusion, and diversity in their current workplace.
   (e)   Create a DEI Action Plan to effectively develop short-term and long-term strategies to improve the City's recruitment, hiring, and retention practices which are diverse, equitable, and inclusive.
   (f)   Accountability to report to Council its accomplishments, activities, recommendations and progress towards obtaining goals and responsibilities at least once a year, or when requested by Council. Such report shall include any barriers encountered during the reporting period, along with any recommendations to resolve any issues.
