All notices or orders provided for herein shall be served in the following manner:
(a) Posting such order or notice on the premises; and
(b) Personal delivery; or
(c) Certified mailing said order or notice to the last known tax mailing address; or
(d) Publishing in a newspaper of general circulation a notice of the issuance of the order relating to the premises and directing the owner, occupant, lessee, mortgagee, agent or any person having an interest in the building to contact the Chief Building Official in regard to such order.
Notice will be sent to the owner, occupant, lessee, mortgagee and all other persons having an interest in said building as shown by the records of the Lorain County Recorder to the last known address of each, or, if no such address exists, notice shall be published at least once a week for two weeks. Such posting, mailing, or publication prescribed above shall be deemed effective service. The date of effectuation of notice shall be the date of posting, mailing, or the last date of publication, which method of notice is used and occurs latest.
