It is hereby found and determined that there exists, within the City of Elyria, unsafe, blighted, dangerous, deteriorating buildings of such nature as defined in this chapter, which constitutes a serious and increasing threat to public health, safety and welfare and that the existence of same:
(a) Contributes significantly and increasingly to the festering of blight, crime, and disease, and thus necessitates excessive and disproportionate expenditures of public funds for the preservation of the public health and safety, for the prevention, prosecution, correction, and punishment of crime, for the prevention, prosecution, and rehabilitation of juvenile delinquency, for maintenance of sufficient police, fire, and accident protection, and for the public services and facilities.
(b) Constitutes a substantial economic and social liability.
(c) Significantly impairs the growth of the community and decays the housing accommodations in the City.
