The provisions of this Title Seven shall govern the sale, location, design, materials, construction, installation, relocation, alteration, maintenance, repair and use of any heat-producing device and system, ventilating system, air-conditioning system, refrigeration, incinerators and boilers in or for one, two and three-family dwellings within the City. Apartment houses in which separate heating and/or cooling systems for each dwelling unit are installed shall be considered single-family dwellings under these regulations.
