As used in this chapter, "repairs" means the replacement of existing material with the same kind of material, but not including work that would affect the structural safety of a building or that would affect or change required existing facilities or that would affect a vital element of an elevator, plumbing or gas piping, wiring or heating installation, or a provision of law or ordinance.
