(a) The Board of Building Standards and Appeals shall annually select one of its members, including alternate members, to serve as Chairperson.
(b) The Mayor shall designate a person to serve as Secretary to the Board. The Secretary shall file a detailed record of all proceedings in the Building Department. The Secretary must record the vote of each member upon every question or indicate reasons for failure to vote.
(c) The Board of Building Standards and Appeals shall meet upon notice from the Chairperson or at scheduled periodic meetings. All meetings shall be open to the public.
(d) A majority of the members shall constitute a quorum. One less than a majority of members may adjourn a meeting when a quorum is not present.
(e) The Board of Building Standards shall adopt, and make available to the public through its Secretary, its own rules and regulations and procedures under which a hearing will be conducted. The procedures shall not require compliance with strict rules of evidence, but shall mandate that only relevant information be presented.
