There is hereby established a Board of Building Standards and Appeals, consisting of not less than five nor more than seven members, appointed by the Mayor as follows: one for five years; one for four years; one for three years; one for two years; and one for one year. Thereafter, each new member shall serve for five years or until a successor has been appointed. Alternate members shall serve at the pleasure of the Mayor for terms of not more than five years.
