1123.03 INTERPRETATION; CONFLICTS OF LAW.
   The provisions of this Code shall be held as minimum requirements. Wherever this Code imposes a greater restriction than is imposed or required by other provisions of law or by other rules or regulations or ordinances, or by any private covenants, conditions or deeds, the provisions of this Code shall govern.

1123.04 SEPARABILITY.
   Should any section or provision of this Code be declared by the courts to be unconstitutional or invalid, such decision shall not affect the validity of this Code as a whole, or any part hereof, other than the part so declared to be unconstitutional or invalid.

1123.05 PERMITTED/PROHIBITED USES.
   Any use not permitted as a principally permitted use, a permitted accessory use or a conditionally permitted use in any zoning district shall be prohibited in that zoning district.
