(a) Within the boundary of all urban renewal projects, all new residential subdivisions and all new mobile home parks, any new electrical distribution wiring, any new communication wiring and any new street lighting wiring shall be constructed underground. The communication wiring and electrical distribution wiring, including primary cables, may be direct buried or installed in conduits. Secondary and building services must be installed in conduit. Electrical distribution transformers used with the underground wiring may be either of the submersible, direct-buried or pad-mounted type.

(b) All wiring so constructed shall be in accordance with the latest edition of the National Electrical Code.
