932.29 RESTRAINING ORDERS; INJUNCTIONS; ABATEMENT.
   Notwithstanding any other enforcement procedure provided in this chapter, whenever it is determined that there is a substantial danger to the public health or to the environment, or a substantial danger of interference with the Wastewater Pollution Control Plant, due to the acts or omissions of any user, the City may, through its appropriate officials, seek a temporary restraining order or a temporary or permanent injunction or abatement in the Court of Common Pleas. The City shall not be required under these conditions to exhaust the administrative procedures within this chapter as a condition precedent to the commencement of such action.
