At least annually, the Water Pollution Control Board shall publish a list in the largest daily newspaper serving the Municipality of all industrial users who or which, at any time during the previous twelve months, were in significant noncompliance with applicable pretreatment requirements. For the purpose of this section, an industrial user is in significant noncompliance if its violations meet one or more of the criteria listed in Section 932.01(38).
