Where the City's wastewater treatment system achieves consistent removal of pollutants limited by Federal Pretreatment Standards, the City may apply to the approval authority for modification of specific limits in the Federal Pretreatment Standards. "Consistent removal" means reduction in the amount of a pollutant or alteration of the nature of a pollutant by the wastewater treatment system to a less toxic or harmless state in the effluent, provided that the Wastewater Pollution Control Plant meets the NPDES permit limits established for that pollutant and that the sludge meets all applicable requirements for the preferred method of disposal.
