No telephone, telegraph or electric light company shall affix or attach in any way to any tree planted or growing on the public streets or public grounds, wires, guys or ropes of any manner or description. However, nothing in this section shall be construed to deprive the property owner of the right to give his written consent thereto, and nothing herein shall be construed to refer to any trees which the companies own.
