913.03 CONSIDERATION BY PLANNING COMMISSION.
   Before submitting its recommendations and report to Council, the Planning Commission shall consider the proposed amendment or change in accordance with such rules of procedure as the Planning Commission may establish, so that all property owners who, in the opinion of the Planning Commission, may be affected by such ordinance are given an opportunity to be heard.

913.04 COUNCIL HEARING; PUBLICATION OF NOTICE.
   Council, subsequent to the receipt of the recommendation and report from the Planning Commission, or in any event after thirty days from the date of submission of the matter to the Planning Commission, shall hold a public hearing before the adoption of the proposed ordinance. In order that opportunity will be afforded to any person interested to be heard, at least thirty days' notice of such ordinance and of the time and place of the hearing of such ordinance shall be given by publication in a daily newspaper of general circulation in the City.

913.05 WHEN NOTICE NOT REQUIRED.
   Notice of the intention of Council to vacate any street, alley, avenue or part thereof, or to narrow or change the name of the same, shall be given as provided in Section 913.04, except when written consent to such vacation, narrowing or name change is filed with Council by the owners of the property abutting the part of the street or alley proposed to be vacated, narrowed or have its name changed, in which case such notice shall not be required.
