The Chief of Police or any other person may report to the City Engineer or his designee all cases coming to his knowledge of failure to number buildings as herein provided. Upon the failure of the owner or occupant, lessee or agent, to affix the proper number thereto within the thirty days, the same shall be done immediately thereafter at the expense of the City and the expense thereto shall be collected from the property owner by placing the same on the tax duplicate to be collected as other taxes.
