Upon the application being filed, the applicant shall deposit with the Director of Safety-Service an amount sufficient to cover the cost of backfilling the excavations and relaying and repairing the pavement to be removed, together with the cost of any new material required. Thereupon the Director of Safety-Service shall issue a permit for the opening of the street specified in the application.
Any part of the deposit left after the payment of cost of labor and materials for backfilling, relaying and repairing the pavement shall be returned to the applicant.
