Any sidewalk or crosswalk laid on any public street or highway within the City in any manner inconsistent with the provisions of Section 901.03 shall, on recommendation of the Safety-Service Director, be ordered to be relaid to the proper grade, and upon failure of the property owner to make the change so ordered within five days, the work shall be done by the City and the cost thereof collected as provided by law.
