It shall be the duty of the City Engineer to establish a grade for the several streets, sidewalks and gutters in the City, to which grade the owner of any lot and the Division of Streets shall conform all their work.
If any person feels aggrieved by the grade established by the Engineer, he may appeal to Council which may change, set aside or confirm the same. Notice of each appeal shall be given to the Engineer and a copy thereof filed with the Auditor within ten days after such grade has been established.
