At the time of issuance of a taxicab driver's license, the Elyria Police Division shall also issue an identification card, size five inches by seven inches, upon which shall be affixed a two inch by three inch photograph, in such a manner that another photograph cannot be substituted, and under such photograph, the driver's license number in figures one-half inch in height, and on the right side of the identification card, the driver's full name, physical description and his or her residence address. Taxicab owners are to provide a suitable holder five inches by seven inches, with a transparent glass or celluloid front, for the identification card, which card must be placed in the taxicab where it will be visible at all times to the occupants of the taxicab. To preserve the card in good order and keep it in good condition at all times, the driver shall insert and keep his or her card in the holder, as provided, at all times while he or she is in charge of the taxicab.
